Commanding Officer

IMPLIED AUTHORITY: It shall be the duty and responsibility of the Company Commander to assure the National Society an effective and efficient organization, namely the BLACKJACKS. It shall be his or her duty to carry out all orders and commands from National Headquarters and to provide for a closer bond between the elements under his or her command. If this cooperation is not forthcoming, he or she is constitutionally obliged to take the measure necessary to assure it in the future. He or she shall also hold at least one staff meeting per week and shall preside over the same to conduct the regular business of the company.

SELECTION: The Company Commander is nominated to the position by the legislative body of the company. This nomination is to be based on the attributes of leadership, merit, bearing, and the nominee’s interest in BLACKJACKS and AYD.

Grade: The maximum grade for the position of Company Commander is Blackjack Captain (0-3).

The change of Command must take place at the discretion of the incumbent commander.
Executive Officer
DUTIES: The executive Officer shall assign responsibilities to each section head. The Executive Officer is charged with the supervision and coordination of the staff section heads and insures that the Commander’s policies are carried out. The Executive Officer represents the Commander in his absence and assumes command of the company if for any reason the Commander is unable to perform the duties of his office. The Executive Officer will execute the duties of the Commander until the Commander is able to resume his duties or a new Commander is elected.

The Executive Officer is directly responsible to the Commander and is second in the chain of command.

GRADE: The maximum grade for the position of Executive officer is BLACKJACK First Lieutenant (0-2).
Black Jacks Headquarters
The Blackjacks headquarters shall consist of the Commander, the Executive Officer, the Special Staff, and the General Staff. The members of the Headquarters staff will insure the effective and efficient operations of the company.
SPECIAL STAFF: The Special Staff consists of the Finance Officer, Public information Officer, and the Sergeant of Arms. The Special Staff officers operate under the direct supervision of the Company Commander.
GENERAL STAFF: The General Staff consists of the S-1/ADJUTANT, S-2/EXPANSION, the S-3/OPERATIONS AND TRAINING, and the S-4/LOGISTICS. These sections and their section heads report to the Executive Officer.
ADVISORS: The duties of the Advisor are to advise the Staff on any business and to assist the company is obtaining support for its program from the community.
Finance Officer

DUTIES: It shall be the responsibility of the Finance Officer to maintain account of the Company finances and to prepare any financial reports and records required. The Finance Officer is to make a financial report on the financial status of the Company to the legislative body every meeting. The Finance Officer reports directly to the Commander.

GRADE: The maximum grade for the position of Finance Officer is BLACKJACK First Lieutenant.

UNIT FINANCE REPORT: Each unit will be required to submit a finance report in the case of unit financial difficulties. The report will be done according to the format on the following pages. All debts and holdings are to be listed. In the case of a previously stated situation, the Finance Officer and the Commander will meet with the Unit Officers as needed to organize fund raising projects.
S-1 / ADJUTANT SECTION

DUTIES: The S-1/Adjutant is responsible for correspondence and for the personnel management, and miscellaneous administrative activities of the Company. He is also responsible for maintaining Unit active and master files and for maintaining current unit strength records for this company.

GRADE: The maximum grade for the position of S-1/Adjutant is BLACKJACK Second Lieutenant (0-1).

Assistant S-1: The assistant to the Adjutant will have a maximum grade of BLACKJACK Staff Sergeant.

CORRESPONDENCE: The Adjutant section will handle all correspondence sent to, originating from, and/or forwarded through this company.
S-2 / EXPANSION SECTION

DUTIES: The S-2/Expansion Officer is in charge of recruiting new members into this Blackjacks Company and handling matters concerning their initiation procedure, recruiting new units into the BLACKJACKS and handling matters concerning their chartering, maintaining an accurate status record of each unit (active, inactive, probation, etc) and informing each unit in the vent of that unit’s status changes, and handling all matters concerning alumni.

GRADE: The maximum grade for the Expansion Officer is BLACKJACK Second Lieutenant (0-1).

Assistant: The Assistant S-2 shall assist the S-2 Expansion Officer with the working routine operation of the section.

BLACKJACK MEMBERSHIP RECRUITMENT: The S-2/Expansion Officer is responsible for the recruitment of new members into this company from within the PAD/AYD program.

INITIATION OF NEW MEMBERS: The S-2 is responsible for the initiation of any new members into the BLACKJACKS. This shall include securing the facilities to hold the initiation ritual, securing the items necessary for the ritual, and other general administrative details concerning the initiating procedures.

RECRUITING NEW UNITS: The S-2 is responsible for contacting High Schools in the area that have shown interest in the BLACKJACKS or have the potential for sponsoring a BLACKJACK Unit. The S-2 will also see that the process of chartering is done properly and swiftly on request of the prospective unit.
S-3 / OPERATIONS SECTION
1. DUTIES: The S-3/Operations Officer shall be responsible for planning and organizing operations pertaining to training, drill meets, and Awards and Decorations.

GRADE: The maximum grade for the S-3 shall be BLACKJACK First Lieutenant (0-2).

Assistant: The Assistant S-3 shall assist the S-3 Operations Officer with the Operations Section.
i.Grade: The maximum grade for the Assistant S-3 shall be BLACKJACK Master Sergeant (E-7)
ii.Duties: The primary duties of the Assistant S-3 shall be to plan and organize all drill meets, to help coordinate training, and any other duties that the S-3 may assign.
2. TRAINING:

General: It shall be the duty of the S-3 to see that all new members are trained properly. The S-3 will serve as Dean of Education (D.E.) throughout the pledging season.

Pledging: The S-3 will monitor the pledges performance as Blackjacks and as a citizen.

Unit Training: The S-3 will train the Unit in all drills, steps, and routines in order to keep the unit in a constant state of readiness.
S-4 / LOGISTICS SECTION
DUTIES: This office is responsible for the maintenance of adequate stock of the necessary materials for the routine operation of the company and for the logistic services and facilities available to and needed by the company.

GRADE: The maximum grade for the S-4 is BLACKJACK Second Lieutenant (0-2).

Assistant: The Chief Supply Sergeant, if one is assigned, will help the S-4 in the operation of this section.
SERGEANT OF ARMS
The Company Sergeant of Arms is the Senior Enlisted Advisor to the Commander and is responsible for the administrative coordination and supervision of the Headquarters Enlisted Staff personnel.
DUTIES:

MORALE- this may include planned social activities such as parties, trips, etc. as long as such events do not interfere with the operation of the company.

DISCIPLINE- carrying out any disciplinary action set forth by the Commander or Executive Officer.

PARLIAMENTARIAN- an expert in the rules of parliamentary procedure, this SOP especially one whose job is to make decisions about procedure in a meeting. The Sergeant of Arms maintains order in the meetings and Company functions.
PUBLIC INFORMATION OFFICER
The Public Information Officer is responsible for publicizing the activities, aims, achievements, and ideals o the BLACKJACKS in all areas of communications available. THE BLACKJACKS CAN BEST EXIST WITH THE FULL SUPPORT OF THE GENERAL PUBLIC, AND THIS CAN BEST BE OBTAINED FROM AN INFORMED PUBLIC!!! The PIO is also the Company spokesperson and journalist. He or she is also the unit’s historian and is responsible for maintaining anything of historical value about the Unit.
UNIT S.O.P.
Section 1: GENERAL

This is a list of standard operating procedures (SOP) of the National Society of PERSHING RIFLES BLACKJACKS, of the Greensboro chapter of Applied Youth Development (AYD).

The sections written are set by the Executive body of the company.
-
The Legislative body are to be made aware of this set S.O.P.
-
This S.O.P. is active during the set academic-school year, both the fall and spring.
Section 2: ORGANIZATION
-
The Executive body consists of the Commander, the Executive Officer, the Adjutant, the S-2/Correspondence and Expansion, the S-3/Operations and Training, the S-4/Supply and Logistics, the Sergeant of Arms, Finance officer, and the Public Relations Officer.

The Legislative body consists of all active members within the unit. A majority of votes, (2/3), are necessary for any enactment.

An Assistant will be assigned to all offices.
-
Committees shall be assigned to accomplish all tasks. A chairperson is assigned to the committees to report information and progress on the mission. Also, the chairperson is to assure that the task is completed.

The Executive body will meet 15 minutes before each scheduled meeting.
Section 3: MEMBERSHIP
-
Each member is required to participate in all scheduled meetings.

Each member is required to participate in all scheduled functions.
-
Each member must uphold respect for authorized positions within the organization.
-
Each member must abide by the set rules and regulations listed in this S.O.P., the By-laws, and the Constitution of the National Society of PERSHING RIFLES.

Each member must uphold the pride of the organization in their daily activities and in the set functions of the organization.
