The concept of establishing Drill, Flag and Baton Teams in which youth can participate becomes a part of:

• First – To establish a method of controlling behavior patterns through discipline procedures, relating to militar principles.

• Second – To give youth an opportunity to clean up and perfect certain skills which they can demonstrate to others I ncontrolled settings.

• Third – To build within the youth a sense of pride and perfect certain skills which they can demonstrate to others in controlled settings.

• Fourth - To build leadership within the youth to learn through practical experience those things necessary to become leaders, and to learn to handle difficult situations.
